The purpose is to provide a place where:
- Individuals interested in joining a Watch in their neighborhood may do so
- Watches from different neighborhoods may contact each other
- Watch Commanders may communicate with other Watch Commanders
- Watch Commanders may put out an All-Points-Bulletin to all participants
